Virginia Universities, Brace Yourselves for Mayhem

by James A. Bacon

In about two weeks summer break is over and students go back to college. You know what that means — they’ll be setting up their dorm rooms, reconnecting with friends, and organizing anti-Israel demonstrations.

In an email letter to the University of Mary Washington Board of Visitors obtained by the Washington Free Beacon, Virginia Secretary of Education Aimee Guidera urged the Fredericksburg university to prepare for more protests. Mary Washington was the site of major demonstrations last academic year, along with Virginia Tech, Virginia Commonwealth University and the University of Virginia.

“We have asked each institution to take proactive steps to update policies and improve communications channels before students return this fall,” Guidera wrote. And in bold face, she added, “I cannot overemphasize the critical importance of completing this necessary work within the next couple of weeks before students return to campus.

She continued:

At a minimum, institutions should update their codes of conduct in five key areas: (a) disruptions of school functions; (b) violations of federal, state, and local laws and ordinances; (c) unlawful masking; (d) erection of encampments/tents; and (e) facility usage by affiliated and non-affiliated persons/groups. On July 31, the Attorney General sent a memo to your university counsel with proposed language that the Governor has asked each institution to adopt….

As we enter a new school year, it is critical for all of us to maintain open lines of communication. Our education team will continue to work in partnership with the Secretary of Public Safety and Homeland Security and the Attorney General’s team to provide campus leaders and boards with up-to-date information and tools to support you.

Governor Glenn Youngkin has encouraged university presidents to send their campus police chiefs to meetings for regular updates, she added.

Bacon’s bottom line: College campuses have gone quiet while most students are gone for summer. I don’t expect pro-Palestinian forces have been idle — indeed, the Free Beacon quotes pro-Palestinian groups saying that student militants have been planning for the fall. Meanwhile, things likely will heat up as the nation goes into peak presidential election mode.

The Youngkin administration is prepared. Are Virginia’s universities? Will they adopt Team Youngkin’s policy recommendations? If so, will they respond to the sense of urgency by calling special Board of Visitors meetings before the school year begins, or will they just wait for regularly scheduled meetings when protests might already have begun?

Mask law, mask law, mask law.
If it worked as part of getting rid of the Klan, why not?
If you resort to Klan identity-hiding tactics, what does that say about you?
UVA, in conjunction with the Commonwealth's Attorney, bends itself into a pretzel to ignore the mask law…because the CA won't enforce it unless another crime is involved…even though UVA requires all student organizations to sign a contract requiring compliance with all laws – not all laws the Soros-leaning social justice CA will enforce.

Perhaps there should also be support for the first amendment right to (f) assemble and (g) petition our country to see the error of its ways in supporting, funding and arming Israel to commit crimes against humanity.

While demonstrations need to be conducted lawfully we owe younger Americans a debt of gratitude for clearly seeing the evil of war crimes and caring enough to speak against them while our government is complicit in them.

There are prior models for this in our history. They include civil rights marches and anti-war gatherings where around a half million citizens gathered on the Mall in D.C. to protest US conduct of a needless and bloody war of aggression. It took awhile, but we changed US policy and brought that war to an end. It can happen again if younger Americans have the fortitude to sustain their protest.

    1. Adults who play with semantics to create crimes of the actions we know as war intended to protect the only Jewish state in existence do youth no favors. Nothing in the first amendment requires allowing trespass onto public or private property contrary to existing laws and regulations. Encampments infringe on property rights and safety measures.

Adults who play with semantics to deny war crimes and crimes against humanity protect only war criminals. They do neither youth or anyone else any favors. Those who assert that the murder of 10s of thousands of women and children is simply war as usual and not a crime against humanity give us insight into those who looked the other way when horrors were being committed in past wars.

Public property is by its very definition public and generally available for citizens to assemble and petition. We will undoubtedly find out how the courts see the relationship of encampments and the 1st Amendment.

We all do support the 1st Amendment and Bill of Rights don't we? It is not just about speech any of us prefers.

    2. Those supporting terrorists are terrorists, thus targetable.

if you don't want to die, point out the Hamas tunnel entrances in children's bedrooms, leave schools being used by PIJ for C3, or force Hamas to surrender….

That is certainly the argument the Houthi's are making as they target both Israeli and US ships. I would not have guessed that you supported them.

Here's a report on what your murderous advocacy looks like on the ground in Gaza.

The IDF has been on a genocidal rampage for the better part of a year yet shows no sign of being able to defeat Hamas. Israel is also agitating to open a second front against Hezbollah in Lebanon. Hezbollah is both a lot more capable and numerous than Hamas. What could go wrong with that?

Perhaps it is time to try another way before Israel succeeds in destroying itself. The US can achieve that simply by ceasing to supply Israel the offensive weapons it is using to commit war crimes.

The law and ethics of war are complicated. https://cisac.fsi.stanford.edu/news/ethics_and_war_when_combatants_hide_among_civilians_20110314

Students have First Amendment rights to protest but pitching tents and taking over public property without a permit is not protected speech. Likewise, pitching tents and taking over private property is simply criminal trespass.

The new North Carolina mast law permits individuals to wear medical or surgical-grade masks in public to prevent the spread of illness. Law enforcement and property owners can ask people to temporarily remove those masks to verify their identity.

The statute also increases the severity of punishment for crimes committed while wearing a mask and raises penalties for protesters who purposefully block traffic.

    Okay Boomers.

Long ago we prevailed by continuing to show up and demonstrate peacefully despite the efforts of the Johnson and Nixon administrations to shut peaceful assembly and petition down.

Kids today would be well advised to follow in our boomer footsteps. Peaceably assemble, petition and repeat until those in power get the message and change course. A key being that it is not a one time quick hit. Be prepared to keep showing up.

      1. Showing up doesn’t mean moving in and destroying offices and classrooms

        1. Lefty665 Avatar

Those certainly are not in my definition of "peacefully" either 50+ years ago or now.

Long ago we were a movement for peace. The idea of violence in support of peace was so obviously wrong that most all of us rejected it.

The post war Church Commission revealed that much of the violence at anti-war protests was incited by paid FBI and other government stooges. It was designed to discredit the peace movement. It would not be surprising to find that has not changed much either on January 6th or last spring in the anti-genocide student protests.

We have evidence of that in the recent case of the 'conspiracy' to kidnap the governor of Michigan. When it came to trial there were more FBI infiltrators than actual conspirators who were pretty much bozos. They would not have been able to do anything beyond yammering if left to their own devices and without the FBI supplying both the resources and agitation. There is nothing new under the sun.

The majority of those here would have been known by the term “hard hat”. While there was those of us protesting the war, there was an equal number who wanted to “kill the g-words”.

        Stop the killing first.

        1. Lefty665 Avatar

          Some things haven't changed much.

Yes, stop the killing first, especially the women and children. The Israelis are not even making the rationalization that they have to destroy Gaza to save it. They're just destroying it using weapons we have supplied.

Looks like Carol can't stand the discussion of war crimes, the criminals who commit them, and the fellow travelers who celebrate them. There is no zealot like a convert.

Cheering Israel on in its self destruction is profoundly short sighted allegiance. Helping it see the error of its ways and helping it to change them is sincere devotion.

Here's an interesting analysis of Israel's move to the right.

Maybe we will see another wimpy round of protests on campus. One thing is guaranteed. Students at Virginia's colleges will see a tuition increase. Every year until they graduate.

Kids with tents… “militant” mayhem… brace yourself!!

  9. If they keep it peaceful, don't damage property, and don't block other people's access to buildings, then they'll get no complaints from me.

"I disapprove of what you say but defend to the death your right to say it."

Let the kids have their fun and pretend they're accomplishing something in their academic bubble. Experimenting, figuring out who you are and what you believe in, and making and learning from mistakes is what being an 18 – 23 year old is all about.

That said, communication is important. If the letter had just said something about communicating with groups during their organization, working with campus officials and police in planning logistics/understanding policy and the consequences of violating policy and law to ensure a safe protest for everyone, etc., it would have been fine.

More importantly, why the letter? Universities have been handling protests long before Youngkin or Guidera ever came about. Why not just make a phone call? Why the formality?

Nothing limited protestors from gathering during the summer, and nothing obligates them to show up only on campuses where they find relative safety. Go protest at the Israeli Embassy, or in front of the DoD, unless you're afraid.
