    This is very illuminating. The useful background information contained in posts like this is why policy analysts find it valuable to read this blog (and probably why a few legislators apparently read it).

    Yes.. good analyses and I agree.

    The first two go against the idea of accountability. If there is a problem with retention or staffing – it needs to be handled within the agency and it’s budget.
    these are just slush funds.

    The third worries me a lot. What in the world drives a decision like that?
