Frowning on a New Wrinkle

A Daily Press editorial today inveighs against a new procedure the House of Delegates will be using this session. House subcommittees can hear and dispose of proposed legislation, if the chairman of the full committee approves. They make a good case, although I’m not totally convinced.

On this point, however, I agree: “Efficiency is not the highest virtue of a legislative body.”
