On the Road to Ruin blog, I characterize Sen. Russ Potts’ transportation plan as a parody of itself — a document so lopsided in favor of taxes and new construction that even the Road Building lobby itself wouldn’t have the nerve to present it. I read the plan and I agree with Jim it has problems. It is not a plan, it is just a few pages of bullet points for thoughts that might eventually lead to a plan, if the thoughts can be verified.
A plan needs a budget, tasks to be completed, priorities, a schedule, measurable milestones, and criteria for measuring success.
Apparently, none of the candidates for governor have any idea how to do this.

I agree it’s not a 50 page plan detailing which potholes will be fixed and how much it will cost–but is that what we really expected? A boring tome listing every single road project and how much money it will require? Are such projections even possible, given the volitility of the price of oil (a key component to asphalt)?
It seems that every significant transportation expert (at least those that have spoken up thus far) agrees with his approach. At least Potts understands the fundamental need for investment in transportation and for identifying sources of revenue. And by the way, as Potts would remind you, where are the other guys’ plans?
