    You need to add: “Never give up on a federally-funded program no matter how dismally it fails” to your “circle of life”.

      Fine. But we’re a donor state. Technically, we could do this badly for less if we weren’t paying for Iowa to do this badly too.

        How do you possibly imagine Virginia is a donor state?

        Virginia is #1 in feeding at the federal trough.

        Also – if you don’t like one place making educational donations to another how do you feel about the vast wealth transfers for education, etc from NoVa to the rest of the state.
